A2P call: the TRAI term for an automated or AI voice call

Updated

A2P (Application-to-Person) call is TRAI's term for a voice call placed by an application rather than a person dialling: autodialled calls, robocalls, and a voice AI agent calling out. Since September 2026 the business sending them must declare the practice to its telecom provider in advance or risk the calls being treated as spam.

Where the term comes from

“A2P call” is not industry jargon — it is a defined term TRAI inserted into the Telecom Commercial Communications Customer Preference Regulations, 2018, by its Third Amendment, gazetted 18 September 2026. The definition:

“Application-to-Person call or A2P call” refers to a voice call that is initiated by an application, software system, or automated platform without direct human dialling and delivered to an individual telecom subscriber; including using autodialling, robo-calls and/or pre-recorded/artificial voice technologies.

What it covers

Three things people usually keep separate turn out to be the same category under this rule: an autodialer working through a list, a recorded robocall, and a voice AI agent placing a call and speaking in real time. All three are “without direct human dialling,” so all three are A2P calls.

Why it matters before you buy

TRAI’s Third Amendment attaches a duty to the category, not to any one technology: the Sender declares A2P use to its Originating Access Provider in advance, naming the numbers it will call from. An undeclared A2P call is treated as unsolicited commercial communication and can be blocked. The full rule, its timeline, and what to ask a vendor about it are in TRAI’s new rules for AI voice calls.

Questions this raises

What is A2P calling?

A2P calling is a voice call placed by an application instead of a person dialling: an autodialler working through a list, a recorded robocall, or a voice AI agent calling out. TRAI's Third Amendment defines it as a call initiated without direct human dialling and delivered to an individual subscriber, and attaches an advance declaration duty to the sender.

Is a call from a voice AI agent an A2P call?

Yes, if the agent places the call rather than answering one. TRAI's definition explicitly names "pre-recorded/artificial voice technologies" and calls placed "without direct human dialling" — an outbound voice AI agent is squarely inside it. An agent that only answers inbound calls a person dialled is not placing the A2P call itself.

What has to happen before a business makes A2P calls?

The Sender declares the use of A2P calling to its Originating Access Provider in advance, with the Calling Line Identification ranges it will use. The declaration is recorded on the telecom industry's DLT platform. A call made without it is treated as unsolicited commercial communication.
